Systems Integrator/ COOP (Closed)

Title: Systems Integrator / COOP

Location: McLean, VA

Employment Type: Full-time

Responsibilities: The Systems Integrator will support the sponsor in administering elements of multi-faceted support to Sponsor mission areas. This includes providing strategic planning, business planning, briefing/reporting preparation, and other types of System Integration support. Across all mission areas, responsibilities include, but are not limited to:

  • Develop mission-focused Continuity of Operations (COOP) plans that capture existing capabilities and outline future capabilities and high-level dependencies.
  • Create reports and briefings that easily and succinctly describe the complex program and its future plans.
  • Develop regular status reporting for leadership to share with senior executives across Sponsor partners.
  • Validate, document, and manage stakeholder expectations in concert with Sponsor.
  • Assist Sponsor managers with modifying/establishing processes to implement COOP plans.
  • Design, develop, deliver executive level communications and briefings on organizational transformation and business process changes for time sensitive high visibility audiences.
  • Execute plans and complete action items to support Sponsor in standing up a robust, repeatable COOP Program.
  • Aid in meeting facilitation, information sessions, and/or training sessions.
  • Asist the Sponsor in assessing, documenting, and tracking program requirements.
  • Compose and maintain correspondence documentation such as operating procedures, internal memorandums, and large complex plans.
  • Work independently and among a team with minimal supervision to address roadblocks and deliver results in a timely manner or provide the most relevant course of action.

Specific tasking may include;

  • Using legacy COOP plans and information gleaned from interviews and data calls, synthesize anew COOP plan; ensure these plans are synchronized with higher-level COOP plans.
  • Create a repeatable cycle, likely once every two years, that allows the Sponsor to refine its COOP plan based on changes to organization and capabilities as well as larger overall Sponsor COOP planning assumptions.
  • Plan, create, and conduct table – top exercises with other departments and executive leadership that challenge assumptions and stress the COO plan to find weaknesses and ways to strengthen the plan.
  • Utilize lessons learned to refine the COOP plan.
  • Attend and actively participate in COOP-related meetings as needed.
  • Maintain rosters of mission critical personnel. Use Sponsor PII system(s) to update and maintain this roster.
  • Conduct surveys, data calls, and interviews to discern detailed admission requirements and capabilities that impact Sponsor’s ability to meet Mission Essential Functions (MEF) during continuity event.
  • Provide input to answer corporate sponsor actions regarding COOP.
  • Participate in the planning and execution of sponsor COOP exercises.

Required Qualifications:

  • Strong representational and interpersonal skills and initiative
  • Willingness on occasion to work unusual or extended hours to support COOP exercises.
  • Extensive experience with and knowledge of Sponsor’s COOP Program.
  • Experience with former and new Sponsor organizations.
  • Ability to professionally work independently as well as in a team environment and navigate ambiguity with minimal supervision.
  • Ability to facilitate meetings and table top exercises and respectfully challenge senior leader assumptions.
  • Strong critical thinking, planning, and Project Management skills.

Desired Qualifications:

  • Willingness/ability to perform some administrative tasks in the absence of team members such as customer intake and reporting facilities issues to appropriate offices for resolution.
  • Federal Continuity Planner Certification from DHS or FEMA.
